| 摘 要： | 清末民初,出于防范边患、巩固边疆之目的,清政府和民国政府在东北地区实行移民实边政策。在政策实施的过程中,存在着诸多问题,诸如政策导向错误、经办官员腐败等。另外,由于种种原因,许多切实可行的措施也往往流于形式。所有这些问题的存在,使移民实边政策的推行受到阻碍而未能收到完美的效果。

| Abstract: | In the late Qing Dynasty and early Republic of China,the Qing Government and the Republic of China adopted the immigration policy in the northeast region so as to be against the aggression and defend the frontiers.During the process of the implementation of the immigration policy,there were many problems such as the wrong policy guide,the corrupt officials,and many measures was not carried out for some reasons.These problems obstructed the implementation of the immigration policy,and did not attain the full purpose. |
