非政府组织参与农村治理的理路

推动非政府组织参与农村治理是落实进一步深化改革战略部署、实现国家治理现代化的要求,也是回应农村治理危机、重构农村治理秩序的现实需要.近年我国农村非政府组织发展迅速,在农村治理中扮演着越来越重要的角色.非政府组织参与农村治理主要功能是参与公共物品的供给、利益表达与整合、社会资本积累.目前,非政府组织参与农村治理面临的主要挑战是合法性困境、资金人才匮乏、自身管理能力不足.充分发挥非政府组织参与农村治理的作用,必须解决好这些问题.

Non-governmental Organization Involving in Studies on Rural Governance

Promoting non-governmental organizations （NGOs） participating in rural governance is to carry out the further reform and to achieve the modernization of national governance, and also a response to the rural governance crisis and realistic need of reconstructing the rural governance order. In recent years, rural NGOs in China have developed rapidly, playing a more and more important role in rural governance. The main function of non-governmental organizations participating in rural governance is to involve in public goods supply, benefit expression and the comprehensive, social capital accumulation. At present, the main challenges for the non-governmental organizations participating in the rural governance are legitimacy plight and lack of funds and management ability. These problems are to be solved if the NGOs＇ role is to be made full use.
