社会转型背景下政府文化管理的创新

中国正处在政治、经济、文化全面而深刻变革的转型期,文化管理面临市场化、全球化、民主化、网络化的挑战,原来的文化管理体制和管理手段,已远不能适应时代发展变化所提出的要求。当前,在系统思维和公共管理等理论的指导下,政府文化管理应进行导向式管理,以管理的创新推动文化的创新,在包括体制文化、角色定位、管理体制、运行机制和管理模式等五个层次上建构政府文化管理创新的体系。

The Creation of Governmental Cultural Administration in the Background of Social Transitional Period

Along with modem China's further reform in polities,economy and culture,culture management will inevitably be confronted with great challenges coming from market economy,globalization,democratization and Internet;therefore,old culture management institutions and management methods are far from keeping pace with the times.The article indicates that on one hand culture management shall be guided by the govern- ment rather than be performed by the government itself,while on the other hand the cultural innovation shall be driven by the management innovation.Accordingly,the article puts forward a primary framework for culture management innovation that coven five-level system of cultural institution,role relocation,management in- stitution,functioning mechanism and management model.
