社会转型背景下政府文化管理的创新

摘    要:中国正处在政治、经济、文化全面而深刻变革的转型期,文化管理面临市场化、全球化、民主化、网络化的挑战,原来的文化管理体制和管理手段,已远不能适应时代发展变化所提出的要求。当前,在系统思维和公共管理等理论的指导下,政府文化管理应进行导向式管理,以管理的创新推动文化的创新,在包括体制文化、角色定位、管理体制、运行机制和管理模式等五个层次上建构政府文化管理创新的体系。

Abstract:Along with modem China's further reform in polities,economy and culture,culture management will inevitably be confronted with great challenges coming from market economy,globalization,democratization and Internet;therefore,old culture management institutions and management methods are far from keeping pace with the times.The article indicates that on one hand culture management shall be guided by the govern- ment rather than be performed by the government itself,while on the other hand the cultural innovation shall be driven by the management innovation.Accordingly,the article puts forward a primary framework for culture management innovation that coven five-level system of cultural institution,role relocation,management in- stitution,functioning mechanism and management model.
