| 摘 要： | 五代御史台的设官基本沿袭唐制 ,然其品阶却有不小的变化 ,且外台兼职更加泛滥 ,致使监察效力大打折扣。从其职能来看 ,除了推鞠狱讼的范围进一步扩大化外 ,并有不断事务化的发展趋势 ,承担了许多本不属其职责范畴的事务性工作 ,严重影响了正常的监察工作。加之当时藩镇林立 ,强臣跋扈 ,尾大不掉 ,使御史台难以正常行使职能

| Abstract: | The officers’establishment of the Yushitai(御史台)followed the system of the Tang Dynasty basically,but their grade had changed greatly.The officers out of the Yushitai serving as some part-time rank had got more and more overflowing.It made the function discount greatly.As for their function,the range of prosecuting and sentencing expanded further.There were the trends of constant affairs.This gave a lot of affairs work which did not belong to its working category to the Yushitai and made its burden heavier.It had influenced normal function of controlling seriously.In addition,Fanzhen(藩镇)standed in great numbers and the powerful officers were domineering.It had made Yushitai unable to carry out the function normally. |
