| 摘 要： | 排污权交易制度是一种以经济刺激为特征的环境管理手段。它具有控制成本最小、可提供持续的经济刺激、更有利于政府实现其环境管理目标等优点。但该制度的实施需要进行扎实的前期准备工作。文章在对排污交易进行经济学分析的基础上,提出推行该制度必须面对的几个问题并给出解决方法。

| Abstract: | The Marketable Pollution Permit Regulation is an environment management method based on economical stimulus.It is favored for its low control expenses,its ability to provide sustainable stimulus,and its greater helpfulness in realizing the governmental aim of environmental management.But much preparatory work needs to be done before this regulation can be carried out.Based on an analysis of the Marketable Pollution Permit from the perspective of economics,the problems we will confront when putting it into practice and some solutions to them will be suggested. |
