构建失地农民养老保险制度探析

随着城市化的快速发展,我国失地农民日益增多。目前建立失地农民养老保险制度的条件已基本具备,各地也进行了一些失地农民养老保险探索,为制度建设提供了有益的借鉴。构建失地农民养老保险制度,要与城镇养老保险制度相区别,具有可衔接性,实行分层次、多形式的保障体系和多渠道的筹资方式。政府要承担制度建设的责任,给予必要的资金支持。

With the rapid development of urbanization,the total number of land-losing farmers in China has reached 40 million.At present,the term of establishing the endowment insurance system for land-losing farmers is basically ready.Many local governments have probed into the endowment insurance system for land-losing farmers,which provides beneficial reference to the establishment of the system.The establishment of the endowment insurance system for land-losing farmers should differentiate from the urban endowment insurance system.It should be a joint,layered and multiform system and has various ways of financing.The government should take the responsibility of establishing the system and give it necessarily financial support.
