| 摘 要： | 我国正处于解决"三农"问题的最佳时期."三农"问题的解决既在"三农"之外又在"三农"之中,我们必须两条腿走路:既要依靠城市吸纳农村富余劳动力,又要依靠农村和农业的发展来解决"三农"问题.当前,建设新农村不失为解决"三农"问题的一个重要途径,黑龙江作为全国农业大省,可以尝试在建设新农村方面为全国探索出一条新路.

| Abstract: | The next five years will be the best period to solve the problems facing agriculture,rural areas and farmers in our country.We should walk on two legs,namely,we should transfer surplus rural labor through urbanizafion,besides,we should solve the problems facing agriculture,rural areas and farmers relying on the development of agriculture and rural areas.At present,it is an important way to build new rural areas in solving the problems facing agmiculture,rural areas and farmers.Heilongjiang,as a big agricultural province in our country,should dare to break a new path for China's building of new rural areas. |
