| 摘 要： | 草原生态环境的恶化与草原权属关系不明确有着直接的关系，它客观上诱发了草原利用者掠夺性开发等人为破坏草原行为的出现。草原产权制度的缺陷，束缚了我国草原事业的发展。完善现有的草原产权制度，可以促进草原资源优化配置、提高利用率，对草原资源可持续发展有着不可替代的重要作用。

| Abstract: | The deterioration of the grassland ecological environment is directly related with the unclear grassland ownership and it brings out the predatory development and the other man - made destructive acts objectively. The defeats of the grassland property rights system constrain the development of grasslands. It will optimize the allocation of grassland resources and increase the utilization to improve the present grassland property rights system, which plays an irreplaceable role for the sustainable development of grassland resources. |
