| 摘 要： | 从全球价值链和创新集群双重视角入手,强调高新技术产业集群可持续发展的外在表现形式是从全球价值链的低端不断向高端迈进;其本质涵义是从生产加工型产业集群向集生产、研发、流通为一体并以研发为驱动力和创新为目标追求的创新集群演化.从嵌入全球价值链以实现过程升级和产品升级,沿全球价值链攀升以实现功能升级,打造创新集群以培育自主创新能力驱动型可持续发展机制等方面,提出了促进中国高新技术产业集群可持续发展的对策建议.
