关中—天水经济区的设立,为区域内高等教育的合作、交流提供了良好的契机。应成立高等教育区域合作协调指导机构——关中—天水经济区高等教育委员会;合理配置区域合作资源要素,积极搭建关中—天水经济区高等教育资源共享服务平台;学习借鉴已有成功经验,积极创新关中—天水经济区高等教育区域合作模式;精心设计开发区域合作项目,努力建设关中-天水经济区高等教育区域合作有效载体;广泛开展多种形式的高等教育区域合作,丰富区域教育合作内容;建立高等教育协作利益补偿和激励机制,引导关中—天水经济区高等教育合作区域顺利展开,以期实现关中-天水经济区高等教育的一体化。
