大学科技园与大学的角色定位

大学不是大学科技园中的技术创新主体。大学也不应扮演大学科技园“管理者”和“规划者”的角色。成功的大学科技园区的实质,在于它构成了区域创新网络。纵向科层结构习用的管理办法和管理体制对创新网络而言已完全成为了一种过时的概念。在中国,大学在大学科技园中的作用之所以被不适当地夸大了,是因为我们在两个问题上踏入了认识误区:一是没有看到科学与技术之间不容忽视的区别;二是随意扩大和转移了大学的社会功能。大学的开放化、大学与社会接触的多元化、大学社会服务方式的多样化,并没有从根本上改变大学的社会功能。大学的主要社会功能仍然是实现知识的传承和创新,并在这一过程中为社会培养人才,而不在于直接为社会创造经济财富。“科学—技术—经济”线性思维模式使人们对大学抱有不切实际的期望,要求大学从科学场域再踏入经济场域,这不仅是大学所无法做到的,而且必将妨碍大学应有的社会功能的发挥。

Science parks in universities and roles of universities in society

Universities are not the main actors in the performance of technological innovation in university science parks, nor should they play the role of manager and planner of the parks. In China, the role of universities in the development of university science parks has been inappropriately overstated, and the role of universities in society has been mis-extended to economic purposes. It should be recognized that the openness of universities, the multiplicity of the contacts between universities and society and the diversity of universities' function in society should not affect the fundamental function of universities in society, which is to transfer and create knowledge by means of education and research, rather than financially contributing to society.
