| 摘 要： | 清朝末年以来 ,维护民族独立、建立统一的中央政府一直是推动中国实现现代化的重要前提 ,但是 ,这一切 ,都需要充分有效地动员国内来自于现代城市与传统农村的资源。北洋政府、南京国民政府都由于自身的局限而无法在立足于城市的基础之上深入农村进行最广泛的动员 ,只有中国共产党“农村包围城市”的道路选择才真正找到了一条适合中国特殊情况的现代化之路
