| 摘 要： | 汉代刺史是中国古代政治家处理集权与分权关系，追求国家统一和长治久安的充满智慧的以权制权的制度设计。本文描述了汉代刺史制度的兴起、演变和衰亡的历史，探讨了这种机制设计背后的制度目标、相应的激励与制约架构、随政治格局的变化而发生的嬗变以及对现行巡视制度的借鉴意义。

| Abstract: | Cishi of Han Dynasty is the sapiential and power-balanced system designed by ancient Chinese politicians to manage the relations between centralization and separation of state power in pursuit of the state unity and peace in the long term. The paper describes the rise, evolvement and decline of Cishi system, discusses its goal and corresponding framework of encouragement and condition, and probes into the changes with the transformation of political pattern and its significance for referential use to current scout system. |
