建立成都市农民增收长效机制的调查分析及对策

文章通过调查分析后认为,要建立成都市农民增收的长效机制,现代农业与衍生的农业旅游服务业的发展是关键,就条件而言,成都市的自然与社会经济资源优势明显,只需建立激活二三圈层的资源潜能的机制;就发展的时代机遇而言,品质时代的到来,开发二三圈层资源潜能是符合市场发展的趋势与要求.在此分析基础上,本文提出了建立成都市农民增收长效机制的建议:(1)政府制订完善政策保障体系,保障现代农业的全面推进;(2)政府公共服务重点和投资进行战略转移,由城市转向农村;(3)政府应加快完善重要的政策传导机制和政策支撑机制,推动市场化机制的建设步伐.
