Difficulties in establishing electronic government in developing countries

With the rapid development of information and communication technology (ICT), many countries have been or are setting up their own e-governments. Compared with developed countries, developing countries still have many difficulties in this area. They have to properly judge the political intention, overcome the barriers from the government and solve the problem of corruption. The application of information and communication technologies is one of the means for political reform. However, regulations, laws and favorable environment are also needed for government to be able to play a positive role.
