和谐社会视阈下非制度化政治参与的治理思考

公民普遍的制度化政治参与是政治文明的重要内容和显著特征,也是社会主义和谐社会的重要内容。近年来,持续凸显的非制度化政治参与事件不仅不利于社会主义民主政治的发展,同时也对社会的稳定与和谐发展造成了消极影响。公民利益表达渠道不畅通以及参与制度不完善,经济社会发展不平衡以及社会公平问题凸显,政府主导下公民自动参与的不足及公民政治素质偏低,传统依附性文化以及新时期公民的政治冷漠等导致了越级上访、请愿、行贿、抗拒和暴力对抗等非制度化政治参与事件的持续凸显。在客观分析其表现与原因的基础上以治理的视角,完善利益表达机制,提高公民政治参与的制度化水平;统筹经济社会协调发展,促进社会公平正义;在社会转型和阶层分化中,培养理性的政治参与主体;培育与社会主义民主政治相适应的参与型政治文化,对于发展社会主义民主政治,构建社会主义和谐社会具有重大的现实意义。

Governance Analysis of Non-institutionalized Political Participation From the Perspective of Harmonious Society

Widespread and institutionalized political participation of citizens is an important and significant feature of political civilization,also an important content of a harmonious socialist society. In recent years, the continuous and prominent events of non-institutionalized political participation have negative impact not only on the sustained development of socialist democratic politics, but also on the stability and harmonious development of the society. Petition, bribery, resistance and violent confrontation are the main forms of non-institutionalized political participation,because of the impediment to the access of interests expression and the imperfect participation system , imbalance in economic and social development and social equity issues highlighted, insufficient participation of citizens under the government dominance and the low political quality of citizens, traditional dependency culture and the new era of political apathy of citizens, etc. It is of great practical significance to make objective analysis of the forms and causes of the problms, and to take some countermeasures, such as improving the interests expression mechanism and enhancing tof institutionalized political participation of citizens, making an overall plan between economic and social development and promoting social equity and justice, cultivatting the main rational sectors of political participation in the process of social transformation and stratification, fostering participatory political culture compatible with the socialist democratic politics, etc, so as to build an institutionalized political participation of citizens from the governance perspective.
