公共产品供给的政府行为外部性分析——以番禺垃圾焚烧发电厂选址僵局为例

公共产品供给的政府行为外部性源于公共决策过程固有的缺陷。公共选择在决策相关各方的理性动机和行为下——包括选民的理性无知、政府的"经济人"特征和压力集团的利益驱动——趋向一个非理性的、与帕累托最优的社会目的相背离的结果。以广州番禺"焚烧发电处理垃圾"事件为例,分析这一公共产品供给的政府行为外部性的形成机理,并针对选民"理性无知"和政府"经济人"特质思考了相应对策,提出纠正负外部效应的建议。

Analysis of Externality of Government Behavior in Public Product Supply: A Case Study of Site Choice Deadlock of Panyu Rubbish Combustion Power Plant

The externality of the government behavior in public supply is derived from the inherent drawbacks in the process of the public policy making. Under the rational motivation and behavior of the parties relevant making policies, including the rational ignorance of the voters, the traits of government as agents, and the motivation drive of the pressure groups, the public choice tends to be a result, which is irrational and goes against the social purpose of Pareto Optimality. This paper analyzed the formulation mechanism of governmental behavior in the incident of rubbish combustion power supply in Panyu, a sort of public product, came up with countermeasures for the "rational ignorance" of the voters and the features of government as "agents," and offered some proposals for the rectification of negative external effects.
