广西(中越)边贸发展:现状、问题与对策

广西与越南北部山水相连,开展边境贸易具有地利人和的优越条件,同时,边境贸易对边境地区经济社会发展具有重要作用。双方边贸既取得一定成绩,也存在一些问题,主要是边贸政策偏紧(严),限制多,不稳定;税收优惠政策被打折扣,难以落实;出口商品品种多、批量小、档次低;基础设施不配套、不健全。应采取措施,完善基础设施,简化手续,提高通关效率;在加强管理的同时,放松限制,搞好服务;创办边境自由贸易区和出口加工区,解决出口货源(批量、档次、质量)问题,优化出口商品结构;使边境贸易得到更进一步发展。

Current Situation and Problems in Guangxi (Vietnam and China)Trade in Border Areas and Countermeasures against It

Guangxi is connected to northern Vietnam and have the favourable geographic and human conditions to trade in border areas.There are some achievements and some problems in it.The problems are thatthere are too many restrictions for trade in border areas;it is difficult to put favourable taxation policies into effect;merchandise for export are of low grade and of small quantities;infrastructural facilities do not form a complete set.It is necessary to take some measures to perfect infrastructural facilities,to improve the efficiency of going through the Customs,to reduce restrictions on trade and to optimize the structure of goods for export so as to push trade in border areas forward.
