非政府社会救助：社会救助主体多元化的必然选择

在我国社会救助的主体结构中,政府固然是第一责任主体,但受政府财力所限,政府救助存在许多盲点,有相当一部分社会成员游离在政府救助的保障网之外。从我国人口众多、经济尚不发达的国情出发,帮助社会困难群体的职能不能只由政府单独承担,应发挥各方面的力量,使社会救助逐渐形成由政府包揽过渡到政府和非政府力量共同参与的社会机制。

In the main structure on social assistance system of our country,government is no doubt the first responsibility main part,but for government,financial resources are limited,and there are a lot of blind spotes in government social assistance.That's why there are considerable part of social members dissociated besides the guarantee net of government social assistance.In China,a country with a big population and underveloped economy,the assistance to the needy social group should not be solely shouldered by the government.It should develop the strength of each aspect,make social assistance to form a mechanism allowing for the participation of governments and non-government groups.
