“两型社会”建设中的政策俘获危害性及对策——以武汉城市圈建设为例

在转型社会背景下开展的"两型社会"建设必须要考虑其特定的历史时空背景。当下的社会转型,政治体制与经济体制的步伐还没有完全一致,这表现为:经济体制改革已经取得较大的进步,市场和社会力量得到较大发展,而政治体制改革步伐相对滞后,政府的权力集中仍较为严重,政府仍然掌控着社会中最多的资源。这种政经体制改革的时差,使得市场和社会对政府俘获的可能性大大增强。如何防止政府被俘获,偏离其应有的公共利益价值取向,是我们在"两型社会"建设过程中必须要注意的问题。

The Two-oriented society construction must take into account its specific historical time and space background.The transformation of political system and economic system has not exactly the same pace,as follows:economic reform has made great progress,market and social forces had been greatly developed,but political system reform opposite lag,governments focus still more serious,the government still holds the society the most resources.This time difference between political and economic reform makes the possibility of the market and society capture government greatly being enhanced.How to prevent the government were captured,deviate from its public interest value orientation,we must pay more attention to the problem in the process of Two-oriented society
