In the report of the Seventeenth National People＇s Congress, it puts forward ＂constructing conservation culture, basically forming industrial construction like saving energy resources and protecting ecological environment, the way of increase and pattern of consumption＂. Proposing conservation culture construction is one of the sublimation in CPC＇s scientific development and harmonious development and the important embodiment of striving for the happiness for the vast people. It not only has profound effects upon the China＇s development, but it is also solemn promise when the Chinese Nationality faces more and more severe problem of worldwide ecological environment. It must produce long term and profound effects towards China＇s future development.
