来华留学高等教育的政策分析与制度变迁

新中国成立以来来华留学高等教育经历了四个不同的历史发展时期,取得了一定的成就。从来华留学高等教育的发展历程来看,制度的变迁和创新及其所塑造的制度环境的变化,是引致来华留学教育发展的重要原因。来华留学教育制度存在发展战略认识的模糊性与制度非均衡性。要解决这些问题,必须发挥强制性制度变迁的积极作用,促进我国高等教育境外消费出口市场的发展,并对相关领域制度进行完善,从而实现来华留学高等教育制度的良性发展。
