首先对建筑法贯彻实施的经验进行了分析，并着重讨论了目前还存在的问题：工程质量和安全形势依然严峻、监督管理缺位现象仍然比较严重、招投标运作规范性缺失还没有得到根本扭转、清欠工作的落实和完善还存在问题。作者认为，当前要从以下几个方面进一步有效贯彻实施建筑法：进一步加强建筑法律法规的宣传教育、加强建筑行政执法、实加强建筑市场招投标行为的规范化管理、进一步抓好清欠工作、适时修改和完善建筑法。
