“行政审批局”模式存在的问题与破解之道

行政审批局模式是深化行政审批制度改革,将审批权相对集中到同一机构的有益尝试。当前此模式存在着合法性危机、职权划转混乱、责任认定不清以及信息交流阻塞等现实问题,制约了其价值的有效发挥。推进"行政审批局"模式改革,须从法律上明确行政审批局的性质,科学合理地实施职权划转,厘清机构间责任关系,构建统一的审批信息平台。
