摘    要:行政审批局模式是深化行政审批制度改革,将审批权相对集中到同一机构的有益尝试。当前此模式存在着合法性危机、职权划转混乱、责任认定不清以及信息交流阻塞等现实问题,制约了其价值的有效发挥。推进"行政审批局"模式改革,须从法律上明确行政审批局的性质,科学合理地实施职权划转,厘清机构间责任关系,构建统一的审批信息平台。

Abstract:The mode of "administrative examination and approval authority" is a kind of beneficial attempt about deepening the reform of the administrative examination and approval system,but it has some problems nowadays,such as legitimacy crisis,communication barriers,power transformation and responsibility identification is not clear. In order to promote the development of the mode of "administrative examination and approval authority",it is necessary to indicate the nature of administrative examination and approval authority from the law,carry out power transformation scientifically,clarify the responsibility of the agency relationship and build a unified information platform of examination and approval.
