人权文化的缺失与国家对人权文化的培育

党的十七大报告在全面部署中国特色社会主义民主法治建设的战略任务中，对法制宣传教育工作提出了明确要求：“深入开展法制宣传教育，弘扬法治精神，形成自觉学法守法用法的社会氛围”。贯彻落实十七大精神，深入开展法制宣传教育，大力弘扬法治精神，关键在于国家对人权文化的培养。作为上层建筑的人权文化，必然会对社会主义市场经济的健康发展起到巨大的推动作用。

The Lack of a Human Rights Culture and the National Cultivation of a Human Rights Culture

As described in the report of the 17th National Congress of the Communist Party of China(CPC),an important part of the strategy on establishing a Chinese-style socialist democracy and rule of law includes: "stepping up the education campaign to increase public awareness of law,and promoting the spirit of the rule of law,creating a social environment in which people study,abide by and apply laws of their own accord".The key to the implementation of such a strategy is to nurture and maintain the human rights culture nation-wide.This culture needs to be developed to significantly smooth the establishment of a socialist market economy.
