关于海洋大开发战略的思考

建设海洋强国的意义非常重大,是国家重要的战略部署,建设海洋强国必须深刻认识海洋对人类、对民族、对国家的极端重要性。海洋是人类生存的第二空间,建设海洋强国首先要培养全民族爱海、亲海、利用海和保护海的观念和意识,处理好利用和保护的关系。建议把全国划分为东、中、西和海洋四部,在西部大开发取得成就的基础上,总结西部大开发的经验,借鉴海洋强国的经验,不失时机地实行海洋大开发战略。

Reflections on the Great Marine Development Strategy

Constructing a marine power is of great significance and is the most important strategic deployment of the country. In order to build a marine power, we should have a profound understanding of the extreme importance of the ocean to humanity and nations. The ocean is the second space of human existence. In order to construct a marine power, first of all , we should cultivate the whole nation＇ s idea and awareness of loving the ocean, being close to the ocean, making use of the ocean and protecting the ocean, properly handling the relations between the use and the protection of the ocean. It is suggested that the whole country be divided into eastern, central, western and marine four parts. On the basis of the experience of successfully developing the West, we should summarize the experience of developing the West, draw on the experience of marine powers, seize the opportunity, to carry out the great marine development strategy.
