重庆拾荒者现象及其对策研究

拾荒者现象已日趋演变成严峻的社会问题,体现在以农村剩余劳动力为主体的拾荒者群体数十年无序发展已逼近群体过饱和临界点,对社会产生的负面效应愈发增大.基于实证调查和抽样分析,本文探讨了重庆市拾荒者现象的产生背景和问题,并提出了完善城市垃圾处理系统、改革城市环卫体制、分流拾荒者群体的解决办法.

The Exploration of Problem and Countermeasure to the Phenomenon of the Rubbish-picker in Chongqing

The phenomenon of the rubbish-picker has developed into a serious social problem day by day in Chongqing.It's reflected on the disorderd expansion of the group of rubbish-picker in decades which has approached to the oversaturated critical point and it has an increasingly negative effect on the society.This mass is mainly made up with the surplus labor in rural areas.Basing on our instance checking and spot analyzing,this paper generalizes initially the background and problems of this phenomenon and brings up the solutions of perfecting the city garbage disposing system ,reforming city environmental protection system and distributing the group of rubbish-picker.
