高等教育管理效益的内涵及其提高

高等教育管理效益在微观层次指资源运用效益 ,在宏观层次指资源配置效益 ,其中前者是关键 ,后者是其制度环境。高等教育管理效益分别从管理效果和管理后果两个不同的指向体现出来 ,提高高等教育管理效益要从这两个不同的指向作全面考虑。高等教育管理效益是个与高等教育效益不同的概念 ,但两者相辅相成 ,且前者以后者为根本。在高等教育管理实践中 ,提高高等教育管理效益要借鉴价值工程分析技术 ,不断进行价值创新 ;树立社会责任感 ,保证管理决策的社会效益 ;更新管理思想和观念 ,树立经营意识与战略观念 ;坚持以人为本 ,调动管理人员的积极性和创造性。

The Connotation of Higher Educational Management efficiency and its Improvement

The higher educational management efficiency refers to utilization efficiency of resource in microcosmic level and allocative efficiency of resource in macrocosmic level in which the former is the key to it and the later is the institutional environment of it.The higher educational management efficiency reflects in the angles of management efficiency and management effects,which should both be whole considered.The higher educational management efficiency is a concept different from that of higher education efficiency,though in which both complement each other and the later is the base of the former.In higher educational management practice,to inhance higher educational management efficiency,analystic skills of value project should be refered to conduct value innovation;sense of social responsibility should be set up to guarantee social efficiency of management decision;management thoughts and ideas should be refreshed to set up management ideas and stratagy ideas;principle of humanity should be insisted to bring manager's activity and creation into play.
