摘    要:数字网络开辟了一个新传媒时代,实现了交往传播关系的一种全新构造。然而,数字网络的发展也给学术期刊发展带来了一些的问题,形成了其质量提升的三大瓶颈。要消除瓶颈制约,全面提升学术质量,就必须转变观念,努力克服学术期刊发展中对传统出版方式的惯性效应和"路径依赖",充分利用网络的技术优势,迎接数字网络出版的范式革命。同时,还要不断创新和完善学术期刊编辑选择手段和机制,提高编辑选择的透明度和个性化服务程度;不断优化学术评价机制,消除学术腐败的制度诱因,进而提高学术创新的内在动力。

Abstract:Digital networking has opened a new era,which helps realize the brand new structure of communication and diffusion.The development of digital networking,however,has also brought about many problems for the development of academic journals and has formed three major bottlenecks for their improvement.The ways to eliminate the restriction from digital networking and improve the academic journals are that,first,people in this field have to transform their concepts and overcome their habitual reliance on the traditional publishing pattern;second,they have to learn to take advantage of networking system and accept the new publishing pattern brought about by the network;third,they are supposed to create and perfect the mechanism and method of editing academic journals,so as to make the editing more transparent and the service more individualistic;forth,they are expected to optimize the academic appraisal mechanism so as to eliminate academic corruptions.All these will help to strengthen the motivation of academic creativity.
