技术性贸易壁垒及其对策探析

当前,技术性贸易壁垒正在成为国际贸易中影响市场准入的越来越重要的手段。从国际贸易实践来看,技术性贸易壁垒已经取代传统的关税和非关税壁垒成为新的贸易壁垒。本文从经济学的角度分析技术性壁垒的内在机制,用博弈论的方法揭示其产生的内在动机。同时,本文重点阐述在当代国际贸易环境下,技术性贸易壁垒对中国经济的影响及其发展态势。针对技术性贸易壁垒阻碍着中国对外贸易的发展问题,为保证中国对外贸易在加入WTO后的新形势下持续发展,本文提出了一些应对技术性贸易壁垒的建设性意见。

The Economics Analysis and Strategy Researches of the Technical Barriers to Trade

Currently,the technical barriers to trade are becoming the more and more important means which affect market permission in the international trade,seeing from the practice to the international trade,the technical barriers to trade have replaced the traditional tariff barriers and non-tariff barriers and become the new trade barriers.This paper analyzes the inside mechanism of the technical barriers to trade with the angle of the economics,the method that uses the game theory announces its internal motive.This paper analyzes the influences of the trade barriers upon China and technical barriers' developing situation under the contemporary international trade environment.We are aimed at the development problems of the technical barriers baffling the Chinese foreign trade,for guaranteeing that Chinese foreign trade keeps on the development under the new situation after joining the WTO.This paper puts forward some constructive opinions to reply technical barriers to trade,such as the technical innovation increasing competition ability,the implement exit can keep on the development strategy,the implement standardize strategy,a set of business enterprise sets up the profession association,invest outward and directly etc.
