长期宏观调控:一个新视角的研究

提出了与传统宏观经济学不同的划分短期和长期的标准,以及不同于短期宏观调控的长期宏观调控概念,认为长期宏观调控目标应当包括长期经济增长目标、长期产业结构优化和协调目标、长期内缩小地区差距和城乡差距的目标。针对缩小“两个差距”的目标,探讨了发展经济学中的平衡发展理论和不平衡发展理论,主张将不平衡发展分为“突进式不平衡发展”和“补偿式不平衡发展”,现阶段在我国应实行“补偿式不平衡发展”模式,以实现平衡发展目标。指出我国存在两个“人多地少”,应将农村劳动力向城镇转移划分为“固定性转移”和“流动性转移”。

Long-term Macroscopic Regulation: A Study from a New Angle of Vision

The author brings up a different standard from traditional macroscopic economics for demarcating short-term and long-term and an idea for long-term macroscopic regulation,believing that the aims of long-term macroscopic regulation should include aim of long-term economic growth,aim of perfecting and coordinating long-term industrial structure,and aim of narrowing gaps among regions and between cities and rural areas.As far as the last aim is concerned,the author discusses the balanced development theory and imbalanced development theory of development economics,arguing that imbalanced development should be divided into prompt imbalanced development and compensating imbalanced development,at present stage,China should adopt compensating imbalanced development in order to achieve the aim of balanced development.He also points out that the shift of rural labors to cities and towns should be divided into fixity shift and fluid shift.
