| 摘 要： | 农村基础设施是农村经济社会发展的前提保障,而投资力度将直接决定和影响到农村基础设施的建设进程.将博弈论的基本原理及其分析方法引入农村基础设施建设的投资领域,有助于更全面地分析地方政府与农民之间的投资关系和投资行为.从农村基础设施建设的现状来看,地方政府与农民的投入都是有限的.地方政府和农民在理性的制约下,从自身利益考虑,在投资额度方面不会选择(增加投资,增加投资)这一双赢的策略组合;而在投资态度方面,博弈的结果则取决于农村基础设施建设总成本的大小.其博弈关系存在的根本原因在于对自身利益或效用最大化的追求以及博弈本身的策略依存性.为此,建议从完善博弈规则、明确政府的投资主导作用、健全引导农民投资的激励机制、拓展农村基础设施建设的融资渠道等方面优化投资策略,从而推进农村基础设施建设的进程.
