我国基层政府与农民信任关系研究综述

目前发生在农村的各种集体性事件、政府和农民之间的冲突、纠纷都不同程度的与农民对政府的信任分不开,也与政府对农民的信任分不开。本文从研究基层政府与农民信任关系这个问题入手,梳理了目前我国基层政府与农民信任关系研究的五个方面,即政府与一般公民的信任关系研究,农民上访现象中的信任关系研究,政府干部与农民群众的信任关系研究,政府与村民自治组织的信任关系研究和群体性事件中的政治信任研究。最后对目前我国基层政府与农民信任关系研究进行了评述。

The Research on Trust Relationship between Chinese Primary Government and Farmers

A variety of collective events, the conflicts and disputes between government and farmers, which are occurring in rural areas, are related to the mutual trust between government and farmers in different ways. To begin with, the paper studies the trust relationship between Chinese primary govermnent and farmers. Then, the paper analyzes the trust relationship between Chinese primary government and farmers in five as- pects, the study on trust relationship between government and the ordinary citizens; the trust relationship in the phenomenon of farmers＇ petition; the trust relationship between government cadres and the masses; the trust relationship between government and autonomous organizations by villagers; and the political trust of the group events. At last, the paper evaluates the trust relationship between Chinese primary government and farmers at the present time.
