| 摘 要： | 民族因素是西部地区的特殊＂区情＂,西部大开发实际上是少数民族地区的大开发、大发展,为少数民族地区的自主发展提供了绝好契机。少数民族地区只有实现自主发展,才能实现本地区的自治和真正繁荣发展。研究少数民族地区的自主发展,实际上是在新的历史条件下,探索民族自治地方实现自治和经济社会发展的目标、道路、途径等重大问题。

| Abstract: | Ethnic factor is the western region＇ s special ＂area , the big western region development is in essence big development in the minority nationality regions, providing extremely good juncture to self- development of the minority nationality regions. Only realize the minority national regions independent development, its autonomy, real prosperity and development can be realized. Studying the minority areas independent development, is in fact to explore the issues on goals, roads and means of autonomy and economic and social development in the minority nationality autonomous areas in the new historical conditions. |
