| 摘 要： | 西部生态环境保护在西部大开发战略中具有重要的战略地位,加强西部区域环境法治建设是西部大开发的根本保障。西部区域环境立法、司法、执法以及守法的整个法律活动过程应当遵循怎样的基本法律,都需要深入探讨,以期对西部区域环境法治建设的研究提供一些思路。
