风险文化研究与国家信息安全--中国社会双重转型下的传媒文化责任

20世纪后半期以来,人类开始步入信息化时代,知识的增长和信息传播速度的加快,特别是网络与卫星通讯技术的普遍使用,推动了社会结构变迁、经济利益重组和权力格局的演变过程,使得心理意义上的社会不安全和各种损失的不确定性日益突出。随着对世界认识的加深,人们对现代各种制度控制确保社会安全的能力产生了怀疑,人们的风险意识在增加,对风险社会的研究也在深入,从而形成了一种风险文化现象。风险文化的核心内容是风险社会研究。处于社会双重转型期的中国,因前所未有的现代化变迁与体制转型,使当代中国进入了高风险社会。就地缘政治而言,包括国家信息传播在内的信息文化安全问题也日益凸现在国人面前,成为风险社会中最重要的社会安全隐患。大众传媒在确保中国现代化进程中国家信息文化安全方面,应该从更广泛的社会视野和更深层的内在文化理性去观察与思考,以营造有利于当代中国人的心理潜质和价值判断的舆论环境,推动中国公民政治文化认同和行为取向的最终实现。

Risk Culture Studies and National Information Security--The Cultural Responsibility of Media under The Double Transformation of Chinese Society

Since the information age starts in late 1990s, the knowledge exploration and speeding up of information spreading while enhance the social restructure and economic interests redistribution, they also result in the pervasion of a social insecure feeling. People begin to doubt the social security system and its controlling ability which in trun deepens a risk consciousness, or so called risk cultural phenomenon. The core of risk culture is risk society studies. Now that China is experiencing both a modernization and an institutional transformation with its information cultural security issues including that of national information communication become increasingly protrudent, it enters into a high risk society as well. In such a context, the mass media should enlarge its social perspective and goes deep into inner part of cultural rationality to ensure China's information cultrual security in the course of its modernization.
