| 摘 要： | 正义是社会制度的首要价值，是构建和谐社会的基石。西方正义理论发展经过两次循环和螺旋式上升后，由罗尔斯进行了综合。罗尔斯的正义理论对我国政府规制具有极大的借鉴价值。我国政府规制进一步改革面临的挑战是：必须恪守“规制正义”的理念，社会性规制应向弱势群体倾斜，经济性规制应坚持“公平优先，确保效率”的新原则。

| Abstract: | Justice is the primary value of social system and the foundation for a harmonious society. After having gone through two circles and a spiral, the western theory of justice was integrated by Rawls, whose theory is of extraordinary value for reference. Further reform of Chinese government regulation should scrupulously abide by the idea of ＂justice of regulation＂ . |
