| 摘 要： | 人民公社制度和新疆生产建设兵团都是国家同时代在我国农村和边疆地区为实现国家战略目标进行的制度创新,二者具有可比较的基础和内容。通过二者的比较旨在吸取人民公社制度解体的经验教训,为新疆生产建设兵团的可持续发展提供政策借鉴和创造良好的制度环境。

| Abstract: | Being carried out in border areas to reach national strategic objectives,People＇s Commune and Xinjiang Production and Construction Corps were institutional innovations.They have comparable bases and contents.By comparing the two systems,this paper aims to draw lessons from the disintegration of People＇s Commune,and thus provides reference policy to sustainable development of Xinjiang Production and Construction Corps and helps to create a good system environment there. |
