中小企业创业辅导体系建设

中小企业对国民经济持续和稳定的发展具有极其重要的作用,但同时,中小企业的发展又面临着严重的困难和问题,解决这些难题仅仅依靠中小企业自身的努力是远远不够的,必须有政府的支持,这就需要建立和完善扶持中小企业的政策及服务体系。首先分析建立中小企业创业辅导体系的必要性和紧迫性;然后阐明中小企业创业辅导体系建设的功能定位。接着对中小企业创业辅导体系所涉及的技术支持服务体系、人才开发与培训服务体系、咨询信息服务体系、市场拓展服务体系、资金融通服务体系、后勤保障服务体系等六方面的具体内容、运作模式和运行机制进行研究。

Study on the Construction of Middle and Small-sizde Enterprises Tutorship Mechanism

SMEs play an important role in sustained and stable development of national economy,but at the same time,the development of SMES face difficulties and problems seriously.If it only depends on SMEs themselves to re- solve these problems,it is not far enough,which must have the governmental support.Establishing perfect policy and service systems that support SMEs is necessary.This paper firstly analyzes the necessity and pressure in establishing the tutorship mechanism for middle and small-sized enterprises.Then clarifies the function about the system of guiding SMEs.Lastly,studies concrete content,operation mode,the mechanism proceeding of six aspects which re- late to the system of guilding SMEs,service systems of technique supporting,talented people development and train- ing,consulting the information,expanding the market funds,logistics guarantees and so on.
