| 摘 要： | 随着我国工业化、城市化步伐的加快,农村土地征用规模不断扩大,因征地引发的社会矛盾日益突出。面对当前我国土地征用中存在的主要问题,我们只有转变土地利用观念,转变政府职能,调整土地收益分配关系,实现程序公正,保障被征地农民的合法权益,才能构建农村和谐社会。

| Abstract: | With the speed - up of the industrialization and urbanization in our country,the scale of rural land requisition range is expanding constantly, which causes the social contradiction increasingly conspicuous. Being encountered with the main issues existing in the present land acquisition of our country,we will have to change our idea of land utilization, transform government functions, adjust the distribution relationship of land earnings,practice the land requisition procedure impartially,and ensure the peasants' legitimate rights and interests as well. |
