新中国成立初期东北地区的鼠疫应对机制

新中国成立初期,东北地区依然严重的鼠疫流行给执政初期的党和政府以严峻的执政考验,促使东北地区党和政府与社会积极应对。不仅迅速成立了专业鼠疫防治机构,组织实施了有效的疫区处理工作,开展了积极的鼠疫临床治疗,逐渐形成了一套较为完善的鼠疫救疗机制,而且从群众性工作和技术性工作两个方面迅速建立了较为严格的鼠疫疫情报告制度;实施了积极的鼠疫预防接种,开展了大规模的捕鼠、灭蚤及环境卫生工作,加强了卫生防疫工作宣传与教育等。初步建立了颇为完善的鼠疫预防机制,从而为东北地区的鼠疫防控和人民群众的生命健康奠定了牢固基础;同时也为新中国卫生防疫事业的发展提供了借鉴经验。
