| 摘 要： | 从美国文官群体的社会阶级属性与文化特征入手,探讨和研究美国中产阶级的＂政治异化＂现象与文官＂政治中立＂原则之间的关系,实为一深入探赜索隐。作为19世纪末诞生的美国中产阶级的一个特殊的白领职业集团,文官坚守＂政治中立＂原则,与美国中产阶级在政治上＂冷漠＂与＂保守＂的＂政治异化＂现象密不可分。文官之所以能够坚守＂政治中立＂原则,一方面是政府层面上法律强制约束的结果;另一方面也是社会层面上中产阶级阶级属性和自然意识的产物。
