| 摘 要： | 党的十七大提出，在推进经济社会发展的同时必须着力改善民生。而改善民生的重要途径之一，是地方政府加强公共服务建设。我们认为，新疆各级地方政府都应从当地实际出发，研究公共服务的特点和制约因素，强化公共服务职能，创新公共服务机制，通过提升公共服务的水平和质量，为改善民生做出主导性贡献。

| Abstract: | In accordance with the requirements of the scientific concept, the local government should focus on improving people＇s living standard when promoting the economic and social development. It is necessary to strengthen the public services provided by the local government so as to improve people＇ s living standard. Local government should take into account the characteristics of public service and constraints of reality and take effective measures to improve the standard of public service and its quality. |
