| 摘 要： | 拖欠民工工资问题愈演愈烈,严重践踏了民工的生存权和发展权,破坏了劳动领域乃至整个社会的法律秩序,对法律的公信力构成了极大的挑战。应该以全国人大常委会专门规定的形式进行立法,构建专门的民工工资支付法律制度,用法律铁腕整治拖欠民工工资问题。

| Abstract: | More and more cases of payment arrears to migrant workers are appearing,which gravely trample on the right of living and development of migrant rural workers,also breaching the legal order in the labor sector and the society as a whole,posing a great challenge to the credibility of law among the public.The National Congress should institute a law in this regard,constructing a legal system to ensure the payment to migrant rural workers,resolving the payment arrears to migrant workers with an iron fist. |
