| 摘 要： | 管制更应该为电信运营商带来激励,促进电信行业的发展,但是这也带来了效率的问题.本文讨论了高效和低效的激励方案及应用,并提出了对激励效能的制约因素,以期为制定对电信行业发展更为有利的激励方案提供参考.

| Abstract: | The incentive regulation should play an important role for the telecom operators and promote the development of telecom industry, but this brings forth a question: how to increase efficiency. In this paper, the incentive schemes with high and low efficiency and their applications are discussed, and the factors which affect the incentive effect are put forward in order to offer some suggestions for setting up the incentive scheme which is more beneficial to the development of telecom industry. |
