农村劳动力转移过程中存在的主要问题及其相应对策研究——以福建省为例

现阶段，中国各地仍普遍存在户籍壁垒、农村劳动力综合素质偏低、农村劳动力自主创业金融动力不足、农民工依法维权成本高等种种不利于农村劳动力转移的“瓶颈”。为此，在有效提高农村劳动力综合素质的基础上，还必须适度放低户籍门槛、进一步深化农村金融体制改革，同时，合理、有度开放农村宅基地使用权流转市场，并健全、完善维权机制等等，才能更好地促进农村劳动力转移。

A Study of the Major Problems in the Transfer of Countryside Labor Forces and Its Strategies——Taking Fujian province As an Example

At present there exist, in the transfer of the countryside labor forces, many ＂ bottlenecks＂, such as household register restrictions in many areas, the low comprehensive quality of the labor forces, inadequate financial power for farmers＂ business establishment, and high cost for safeguarding the legal rights of off- farm workers, etc.. Therefore, in order to facilitate the transfer of countryside labor forces, it is necessary to properly lower the requirement for household register and deepen the reform of countryside financial system, as well as to improve the comprehensive quality of labor forces. Meanwhile, it is also necessary to open the market for the transfer of right of house -stay land use, to establish and perfect mechanism for safeguarding legal rights.
