北京新城规划的实施思路和体制保障

新城规划能否有效实施是关系北京市“多中心”发展战略能否取得成效的关键。本文在阐述新城规划建设的目的和意义的基础上,重点分析和阐述北京新城规划的实施思路和体制保障,提出新城规划要以科学发展观为指导,妥善处理各方面的协调发展关系;规划的实施要在市政府的指导和监督下以新城政府为主导,鼓励公众参与,实行政府—市场协作型开发模式;同时新城的规划发展宜制定《新城开发法》,确定新城规划和建设的总体框架。

How to Implement the New Towns planning of Beijing

The New Towns' planning and development plays an important role in Beijing city's New Spatial Strategy and the General Planning (2004～2020). Based on analyzing the objectives of the New Towns' plan, the paper emphasizes on how to implement the New Towns' Plan and how to establish the ensuring system. In our point of view, firstly, the New Towns should be eco-cities; secondly, the New Towns' building and development should be under the responsibilities of the New Towns' governments; thirdly, it's important to issue a “New Towns Development Act” to confirm the framework of the New Towns' building and development.
