摘    要:通过对加拿大大学管理模式的分析比较,发现加拿大在大学管理突出表现在办学经营理念方面,具有明确的产业意识、市场观念和成本核算理念;严谨的治理策略——依法治校,保证了学校在国家、省法律法规的框架内能够独立自主的发展;灵活的运行模式——公立性、独立性与国际化,使高等教育面向社会、公众全方位开放,实现教育的公平公开、多样性和多元化。中国大学经过百年发展,管理模式经过几次重大调整,逐步形成政府管理模式、教育行政化的特点,学习和借鉴加方管理经验,提升中国大学管理水平,扩大大学办学自主权,明确大学法人地位;深化学校内部管理体制改革,平衡行政权力与学术权力;注重大学与社会的关系,建立多元化的办学格局。

Abstract:A comparative analysis of the Canadian university management mode is made, in which prominent characteristics of the Canadian university management model are found: the school-running mentality prominently stresses sense of industry, sense of market, and sense of cost accounting; the management strategy is rigorous managing university affairs according to law, which makes sure that the uniersity can develop autonomically within the framework of the state's or the provincial laws and regulations; the running mode is flexible public welfare, autonomy and internationalization, which makes sure that higher education fully opens to the society and the public and thus realizes the educational justice, fairness, openess, diversity and pluralism. Comparatively, over a hundred years of development of the Chinese universities and colleges, during which the university running mode has been throgh several time major readjustments, has steadily formed the university running mode of government administrating universities and educational administrationalization. Drawing the experience of the Canadian university management mode, it is suggested that in order to improve the Chinese university management or universities be given more self-governing powers of running a school; the university's status of a legal body be clarified; the reform of the managemental system inside colleges and universities be deepened; the university's administrative right and its academic right be balanced; the relationship between university and society be stressed; a multiple school running pattern be set up.
