和谐与发展：略论基于区域特色的社会主义新农村模式——以海峡西岸新农村建设为例

和谐与发展是贯穿社会主义新农村建设全过程的基本要求和保证。如何利用资源分配的区域性特征,确定合理的农业布局,建立各具特色的农业发展模式和与此相关的新农村模式,必须以科学发展观为指导。在这里科学的发展观就是因地制宜。总之,农业发展是新农村建设的基础,只有把区域特色、农村劳动力转移与促进农业发展结合起来,才能构筑和谐发展的社会主义新农村模式。例举海峡西岸新农村建设的新模式:以闽台农业合作为助力的农业产业带建设,来说明以科学发展观为指导的具有区域特色的发展模式才是新农村的根本出路。

Harmony and Development: On the Mode of New Socialist Countryside Based on Regional Features——A Case Study of New Socialist Countryside Construction on the West Coast of the Taiwan Strait

Harmony and development are two fundamental requirements and guarantees in building new socialist countryside.The Scientific Outlook on Development is the guideline of how to utilize regional features of resources allocation to determine the rational distribution of agriculture and build a development mode for agriculture and related new socialist countryside modes with distinguishing features.In this thesis the Scientific Outlook on Development means acting according to circumstances.In a word,the development of agriculture is the foundation of building new socialist countryside.Only by combining the regional features,transferring rural labor force and enhancing agricultural development can a development mode of harmonious new socialist countryside be constructed.This thesis takes the mode of building new socialist countryside on the west coast of the Taiwan Strait as an example,that is,the construction of agriculture industrial belt which is promoted by agricultural cooperation between Fujian and Taiwan,to illustrate that the development mode of regional features guided by the Scientific Outlook on Development is the only way to build socialist new countryside.
