| 摘 要： | 总统选举人团制度是美国总统选举制度的重要组成部分,深深影响着200多年的美国总统选举,保障了美国政府政权的平稳交接。同时它也存在许多缺陷和弊端,甚至出现所谓的"少数票总统",是美国国内最具争议的一项政治制度。但选举人团制度不仅具有操作上的合理性,而且由于历史与理念方面的原因,想要彻底改变它是非常不易的。

| Abstract: | The Electoral College is an important part of the American Presidential selection institution.It has influenced US presidential election deeply for over two hundred years ,and ensured the transition of US regime smoothly.On the other hand it also has many flaws .Even it creates so-called"minor-votes"president.It is the most controversial politics institution in US.A close examination of the institution discovers that it works rationally.Not only because of rationality of operation, but also because of history and idea.It is very difficult to change it. |
